Excerpts from Article 21 of P&T Ordinance:

Since 2000, all Vietnamese stamps have period of issue and shall not be reprinted; after their period of issue expires, any unsold stamps at Post offices and Philately shops must be withdrawn and destroyed.

==>Up till now, all stamps issued from 2000-2008 has already been withdrawn and destroyed. The only way to have these destroyed stamps is to purchase them from stamp-collectors but with higher prices.
